Strengthening Understanding of the Mandatory Halal Obligation, BPJPH Receives Delegations from Macao and China

Jakarta — The Halal Product Assurance Organizing Agency (BPJPH) received a business and investment delegation from Macao, Hengqin, Tianjin and mainland China at the BPJPH Office in Jakarta on Tuesday (1/9/2026). The meeting served as a key momentum to enhance foreign business operators' understanding of the implementation of Halal Product Assurance (JPH), particularly the enforcement of the Mandatory Halal Obligation and the halal certification mechanism for foreign products.

This visit is part of the Macao–Indonesia Economic, Trade, Tourism and Investment Promotion Program, organized by the Macao Trade and Investment Promotion Institute (IPIM) in collaboration with PT HOP Dharma Indonesia. The delegation was led directly by Luiz Jacinto, Executive Director of IPIM, alongside IPIM's staff members and cross-sector business representatives. The meeting was chaired by Mamat Selamat Burhanuddin, Deputy for Halal Registration and Certification of BPJPH.

In his opening remarks, Deputy Mamat S Burhanuddin expressed appreciation for the delegation's visit, which aimed to gain deeper insights into the governance of Halal Product Assurance implementation in Indonesia.

"We extend our welcome to the delegation from the Macao Trade and Investment Promotion Institute (IPIM) together with PT HOP Dharma Indonesia, who are here to get updates on the policies and regulations of Halal Product Assurance implementation in Indonesia, in accordance with the mandate of Law No. 33 of 2014 concerning Halal Product Assurance," said Deputy Mamat S Burhanuddin.

Furthermore, Mamat S Burhanuddin explained that the phased halal certification mandatory policy, which will be implemented starting from 18 October 2026, covers a wide scope. Halal certification not only applies to food and beverage products, but also cosmetics, pharmaceuticals, consumer goods, including food products derived from ritually slaughtered animals.

During the meeting, Luiz Jacinto, Executive Director of the Macao Trade and Investment Promotion Institute (IPIM), expressed his interest in gaining a more comprehensive understanding of the halal certification application and acquisition mechanism, particularly for products originating from overseas.

"The purpose of our visit this time is to understand the full process of the halal certification application and acquisition mechanism, so that our products can comply with the applicable regulations," said Luiz Jacinto.

During the audience session, BPJPH presented the Mandatory Halal Policy, including the Overseas Halal Certification Registration (SHLN). The delegation received a technical briefing on the stages of halal certification for foreign business operators, the registration mechanism for overseas halal certificates, as well as the international cooperation framework under the implementation of Halal Product Assurance (JPH). The session proceeded with interactive discussion and Q&A. Members of the delegation gained in-depth insights into a number of technical aspects related to the certification application process, the fulfillment of halal certification requirements, and the registration of overseas halal certificates for products entering Indonesia.

This meeting also forms part of BPJPH's efforts to strengthen communication and mutual understanding with international business operators and stakeholders regarding Indonesia's Halal Product Assurance (JPH) policy. With a sound grasp of the JPH regulations, foreign business operators can prepare for full compliance with halal provisions from the production stage all the way through to the distribution of their products in Indonesia. The event concluded with a souvenir handover ceremony as a token of the friendly relations and the commitment to enhancing communication between the two sides, followed by a group photo session.
