‌Important Notice: Indonesia's BPJPH New Requirement – Packaging, Storage, and Transportation of Exported Products Must Be Included in Halal Certification Scope

Following the special national certification institution conference held by Indonesia’s Badan Penyelenggara Jaminan Produk Halal (BPJPH) on April 28, 2026, our company — Good Fortune Halal Certification Services (Qingdao) Co., Ltd. — was invited to attend the event. The conference released an important new regulatory update that will exert a significant impact on all enterprises exporting goods to Indonesia. We hereby issue an official urgent notice as follows:

Core Change:‌ The Indonesian BPJPH has officially launched its regulatory upgrade, bringing the entire packaging process, storage conditions, and transportation chain of all products exported to Indonesia under the scope of halal certification, effective from June 2026. Compliance is no longer limited to product ingredients and formulations but has been extended to cover the entire logistics and storage process.

During the meeting, Ahmad Haikal Hasan emphasized:

“Enhanced cooperation covers all aspects of the halal ecosystem. Agricultural and sideline products such as onions, garlic, ginger, rice and fruits must comply with halal standards throughout inspection procedures, inventory management, packaging and product distribution. This is an essential step to guarantee product quality from the upstream to the downstream supply chain.”

BPJPH official representatives stressed that in the future, any non-compliant link — such as shared packaging production lines, mixed storage of halal and non-halal goods in warehouses, or transport vehicles previously carrying non-halal materials without standard cleaning — may result in the entire shipment being judged non-halal at Indonesian ports. Consequences include customs clearance rejection, mandatory product removal from shelves, administrative fines and even product recalls.

Detailed Interpretation of New Mandatory Requirements (Three Compulsory Certification Items)

  1. Packaging Link:The source of packaging materials, sanitation and cleanliness of packaging production lines, operational hygiene specifications and cleaning procedures must all pass halal certification audit. Cross-contamination with non-halal materials is strictly prohibited. Enterprises using shared production lines must provide thorough cleaning verification reports.
  2. Warehousing Link:Temperature control, sanitation scheduling, pest prevention measures and isolation plans for finished product warehouses must comply with Indonesian halal standards under the BPJPH recognized certification system. Warehouses are forbidden to store halal goods together with non-halal products (including sensitive items such as pork and alcohol), and must set up independent exclusive halal storage zones.
  3. Transportation Link:Transport vehicles/containers, loading and unloading tools, transportation routes, cargo stacking methods and hygiene control during transit are all included in the certification scope. Carriers must provide cleaning logs and a formal statement confirming no prior transportation of non-halal sensitive materials.

Time Urgency & Connection with Full Implementation on October 2026

In accordance with the final transition arrangement of Indonesia’s Halal Product Assurance Law (UU JPH), October 17, 2026, is the official deadline for full mandatory implementation. By that date, all food, beverages, cosmetics, chemical products and other goods circulated in Indonesia must hold complete halal certification, covering the newly added packaging, warehousing and transportation links.

The BPJPH conference clarified that starting from the official issuance of the new regulation, enterprises applying for new halal certification or renewal must include packaging, warehousing and transportation processes in the audit scope. Otherwise, they will not be eligible to obtain Indonesia-recognized halal certificates (including SHLN registration and direct certification).

Important Reminder:Enterprises that have already completed halal certification for product raw materials and formulas are also required to complete supplementary certification or compliance upgrades for packaging, warehousing and logistics contractors within the transition period.

Affected Enterprises & Mandatory Product Categories

All enterprises exporting the following product categories to Indonesia for local circulation are subject to the new regulation:

  1. Food and beverages (processed food, dairy products, bakery products, condiments, etc.)
  2. Pharmaceuticals and health supplements (for human and veterinary use)
  3. Cosmetics and personal care products
  4. Chemical products (cleaners, detergents and other household chemicals)
  5. Apparel, textiles and clothing accessories
  6. Household goods and appliances in direct contact with the human body

The regulation applies to all enterprises regardless of scale or export frequency.
