The Indonesian Halal Product Assurance Organization (BPJPH) was established by the Indonesian Ministry of Religious Affairs in October 2017. According to Indonesian Law No. 33/2014, BPJPH began Halal certification of products on October 17, 2019, becoming a nationally recognized Halal organization in Indonesia. According to regulations, all food and beverage products, raw materials, ingredients, as well as additional supplies of food and beverage products, slaughter products, and slaughter services in Indonesia must obtain halal certification before October 2024.
At the same time, BPJPH issued Decree No. 90 of 2023 on the Implementation Procedure for Foreign Halal Certificate Registration Services, which stipulates the mandatory registration procedure for imported products certified by foreign Halal Certification Bodies (HCBs) recognized by BPJPH (see table below), and the Halal certificate registration of products must be completed before product import and distribution.

Registration | The official representative of the importer and/or exporter in Indonesia shall submit an English application for new registration or renewal registration to BPJPH through the Halal Information System (SIHALAL) (https://ptsp.halal.go.id/) and upload the following required documents: - Application form for foreign Halal certificate registration; - Letter of Authorization (LoA) from the company/exporter in the country of origin, authorizing the applicant to represent its products for foreign Halal certificate registration; - Business License Number (NIB) of the official representative of the importer and/or exporter in Indonesia; - Copy of the Halal certificate of the imported product; - Copy of the Mutual Recognition Agreement (MRA) for Halal certificates issued by a foreign Halal certification body and BPJPH; - List of products to be imported into Indonesia, listed by Harmonized System (HS) code number; - Tax invoice declaration letter confirming that the submitted documents are correct and valid. |
| II. Verification | BPJPH will verify the completeness and validity of the submitted documents. If there are any incomplete documents, the applicant must resubmit them within 5 working days; otherwise, the application will be automatically cancelled by the system. |
| III. Payment | BPJPH will issue an invoice, and the applicant shall pay within 7 working days; otherwise, the application will be automatically cancelled by the system. The registration fee is 800,000 Indonesian Rupiah. |
| IV. Issuance | BPJPH will issue a registration number for the product's foreign Halal certificate. The validity period of the Halal certificate registration number corresponds to that of the Halal certificate issued by the foreign HCB. The validity period of its Halal certificate is determined by the foreign HCB according to requirements. In addition, if the certification of HCB and BPJPH expires, the registration number will be suspended. |
| Note | Since the registration number is associated with the product's Halal certificate, the same registration number can be used by other importers of the same product, provided that the original applicant of the registration number gives approval. |
According to the mandatory registration procedure, the same registration number can be used for "other products" under the same product type (see the product type list in Regulation No. 748/2021 of the Ministry of Religious Affairs). Whether a company's "other products" can be certified with the same certificate during import registration depends on the authorization method of the foreign halal certification agency. If the foreign halal certification agency issues a separate halal certificate for "other products", the importer must also apply for a different registration number to import "other products".
